There were many “film concerts” in Japan by record companies in 70s. I extracted from a (kind of) compilation video. The information from here on is based on my own speculation and is not definitive.
At the time Chrysalis Records were distributed by Toshiba EMI. (Mental Notes was released by King Records in 77, then Chrysalis moved to Toshiba EMI).
So considering the origins of the other songs (ex: Cockney Rebel, Sparks, Silvered, Roy Wood, ELO, Blondie, Chris Spedding, Mud etc) on the compilation., I imagine this video was used for a film concert by Toshiba EMI.
Each song begins with Mental Notes album cover. Nothing else special. But I hope you enjoy videos with this quality…
